Special Service Areas

QCDC led the establishment of both Special Service Areas 47 & 56 (SSA 47 & SSA 56) in 2008 and 2012 respectively with similar missions to stimulate and guide commercial district development, strengthen and foster the growth of the local business community by providing technical, assistance, area-wide marketing, and attracting infrastructure and capital investments. 

QCDC is the Service Provider (manager) of both Special Service Areas 47 and 56, collectively serving the business corridors of East 47th Street and South Cottage Grove Avenue. 

Special Service Areas are local tax districts that fund expanded services and programs through a localized property tax levy within contiguous areas. The enhanced services and programs are in addition to those currently provided through the City of Chicago.  

The City contracts with local non-profits, called Service Providers, to manage SSAs. Mayorally-appointed SSA Commissioners for each SSA district oversee and recommend the annual services, budget, and Service Provider Agency to the City.
